Consultant or freelancer: what is the difference?

The terms overlap, but I usually think of a freelancer as somebody hired to deliver a defined specialist task, while a consultant is brought in to diagnose, advise, prioritise and often coordinate across a broader problem. In practice, the title matters less than the outcome. What I care about is whether the person can understand the commercial context and take responsibility for helping move it forward.
