If digital is central to the business, the workload is genuinely full-time and you need someone permanently embedded in leadership, a full-time Head of Digital can be the right answer. If the immediate need is diagnosis, change, a specific transformation or senior direction without a permanent role, consultancy or fractional leadership can be more flexible. I would make the decision around the problem and the operating need, not around job titles.
