Digital Consultant vs Agency vs Head of Digital: Which Do You Actually Need?

Businesses often know they have a digital problem before they know what kind of person should solve it.

That leads to three common options: hire an agency, bring in a consultant or recruit a senior digital leader.

They solve different problems.

Hire an agency when you need specialist execution

If the requirement is clear — manage paid search, deliver SEO, build creative, develop the website — a good specialist agency can be exactly the right answer.

The advantage is depth and execution capacity.

The limitation is that the agency is usually responsible for its part of the system, not the entire commercial outcome.

Hire a consultant when the problem is not fully diagnosed

A consultant is useful when the question crosses channels or teams.

Why has growth stalled? Are agencies solving the right problems? Is the site really the issue? Should the business invest in CRM, CRO, technology or acquisition first?

That requires an independent view before committing to a solution.

Hire a permanent Head of Digital when the role is genuinely permanent and full-time

If digital is central to the business and somebody needs to lead people, budgets, agencies, technology and commercial performance every day, a permanent senior leader makes sense.

The mistake is creating a full-time role because the business has a six-month transformation problem, or using short-term consultancy when the organisation really needs permanent leadership.

What about fractional leadership?

Fractional support sits between the two.

The business gets ongoing senior digital leadership without necessarily adding another full-time executive. That can be particularly useful during growth, transformation, recruitment gaps or where the internal team is capable but needs experienced direction.

My preferred test

Ask what is missing:

Execution? Consider an agency or specialist.

Diagnosis and prioritisation? Consider consultancy.

Ongoing senior ownership? Consider a permanent or fractional leader.

You may need more than one.

Strong agencies become more effective when somebody inside the business can connect their work to the wider commercial picture.

The job title matters less than making sure the missing capability is actually being filled.
